Can the Underside Tie Down Point for Rhino-Rack Vortex Aero Crossbars be use on top also?

For the channels on top of Rhino Rack crossbars we have tie down anchors that fit into them with the part # S604. The channel on the bottom side of a Rhino Rack crossbar is a slightly different size which is why the part # RRS606 won't fit.
