Question:

What makes a rack compatable with a flat towed vehicle? Can the this rack be used on a vehicle being flat towed? Thanks,

The manufacturer has to test the bike rack and give their approval for it to be rated for flat towing. It basically all comes down to just liability. We do have a little guide on each bike rack page displaying the vehicle types each bike rack is rated for (pictured below).

The Kuat Transfer V2 Bike Rack # KU77FR you referenced unfortunately is not rated for flat towing. The closest option to this style and price point that is flat tow vehicle rated is the Yakima HoldUp Bike Rack for 4 Bikes # Y02443-2. This rack is a wheel mount style just like the Kuat V2 and is a bit more heavy duty, with an extra 10lbs per bike capacity over the V2.
