Expert Reply:
If your steps aren't wanting to work in cold weather that leads me to believe the gearbox has moisture in it that is freezing and locking up the gears. Ice could also interfere with the ground wire for your steps so I recommend checking the location of your ground wire and where it connects to the chassis and ensuring there's no chance of ice build up.
I recommend checking the voltage using a multimeter # PT89ZR to the steps during one of these episodes where it doesn't want to work. It could be that the cold is affecting your battery power and not giving the steps enough to properly operate.
Let me know what you find and we can keep troubleshooting the issue.
