Why cant you get the sealed light bulb assembly, it separates from the housing

Wesbar only offers the following replacement parts below for their Low Profile Trailer Tail Light # 403076. I cannot speak to why they do not offer the light bulb assembly separate from the housing. As this is a submersible light they are likely afraid the housing could become damaged or is likely already damaged if that part needs to be replaced.
