Why Does Knob of Thule EasyFold XT Bike Rack Just Turn

The clutch won’t kick in, it just tightens until I can’t tighten anymore?

Sounds like the knob of the Thule EasyFold XT part # TH903202 is actually in the unlocked position which is why it just keeps turning. That's how the lock works. Since it prevents the knob from engaging you can't loosen the knob and steal anything. So try using the key to unlock the knob so it will be engaged.
