It appears that your 1999 Forest River Flagstaff 176ED has a 2,000lb axle. This will require the 7" Dexter Electric Trailer Brake Kit # 23-47-48 to replace the electric brake assemblies. You can verify this is the correct kit by measuring the drums on your Flagstaff and verifying the mounting flange dimensions on the axle. The mounting flange will have bolt hole 2-7/8" on center both vertically and horizontally. The inside of the drum will be 7" in diameter. I have included some images to show you the measurement points. If you have anything different please let me know your measurements and I can help you find the correct kit.
