Can the 12 x 18 pad be installed over a short portion of strap holding the tank?

Yes, it can but ideally you would want to make as much contact as possible with the tank to get the most out of the heating pad. The ThermaHeat RV Holding Tank or Step Heater Pad w/ Thermostat item # 277-000164 would not get hot enough to damage the strap but it may allow dirt or debris to get inside any gaps or openings that covering the strap might create. Additionally the pad will automatically turn on at 45 degrees Fahrenheit and auto shuts off at 67 degrees Fahrenheit the strap may insulate your tank from the sensors a few degrees.
We also have the 25" long x 7-1/4" wide version of the same pad item # 277-000163 if a different configuration will allow you to avoid the strap.
