What Kind Of Material Is The Super Grip Chock XL Wheel Stabilizers Made Of?

Are these made of hardened steel so some one couldn't cut them off with a saws-all to prevent theft? I am looking for something to deter theft. Thank You

Additionally, these wheel stabilizers have include a padlock with a key to lock the cover over the tightening bolt to futher deter theft of your trailer or wheel chock.
