Yes, you can start with just a single swing away cargo box with the Yakima Exo Swingaway Gear Locker # Y26VR and then you can add a second box to it with the TopShelf part # Y94VR and second box GearLocker # Y44VR and you'd have everything needed for it to be a two box setup like the # Y74ZR.
