Is there a bracket or recommended method for mounting to a straight non a-frame trailer tongue?

It's possible to do, but there is not a bracket or recommended method of installation for a straight tongue trailer to mount an A-frame tool box like the Buyers Products Trailer Tongue Toolbox # 3371701680.

Realistically, due to its shape you're going to have to fabricate some type of base that forms the shape of the toolbox (or something close), and mount it to that base.

Otherwise, you'd have to put it inside your trailer, and if the 19" depth of the # 3371701680 is too much you can use something different like the 15" deep Buyers Products Utility Storage Box # 3371712230.
