Removing Extra Links in Tire Chain

should i cut the extra links off i have 4 left hanging.

I would indeed recommend removing any extra links, as they can hit the vehicle and cause damage. I have confirmed this with Glacier Chain. This being said, you will want to make sure that the chains you have are the correct ones for the tire size.
