What is best shock for underslung axle? Is there a Roadmaster kit for single axle so only 2 shocks?

Yes, there are single axle shock kits for underslung axles. These are typically used to add on shocks for the extra axle on triple axle trailers but they also work on single axle applications. These shocks will work on overslung and underslung axles.
If you have a 2-3/8" diameter 3,500 lbs axle you will want the Roadmaster Comfort Ride Add-On Kit item # RM-2450-50.
If you have a 3" diameter 5,200 lbs to 7,000 lbs axle you will need the Roadmaster Comfort Ride Add-On Kit item # RM-2460-50.
