Is the LC407131 still available or what other options are there to lift my 2014 Montana High County?

Since the Lippert Components Tandem Axle Lift Kit LC407131 has been since discontinued it is not going to be an option for your 2014 Keystone Montana High Country, however I do have another option for you.
Instead, I recommend using an over/under conversion kit like the:
-Dexter Trailer Springs Over-Under Conversion Kit # K71-385-00.
This kit is designed to work with 3" round axles, which your trailer should have but you'll want to make sure as well, and will give you the most clearance because you will be gaining the diameter of your axle's diameter as well as the height of the leaf spring pack.
Since you have a tandem axles, you'd need to order two of those kits.
