Will this tow bar work with a 2005 VW new beetle and if so what plate and accessories would we need to tow behind our RV

For your 2005 Volkswagen New Beetle you need Demco base plates # DM9518071. These base plates are compatible with the Commander II tow bar, # DM9511012. Be sure to consult the vehicle owners manual for specific information regarding the recreational towing of your V-dub.
You will also need lighting and supplemental braking to flat tow the vehicle. The Commander comes with safety cables so you don't need to purchase them separately.
For lighting, I recommend a simple magnetic kit, # RM-2120. You will not have to cut into the vehicle wiring to install this kit.
Most states now require supplemental braking on the vehicle being flat towed. I recommend the SMI Stay-IN-Play DUO # SM99251.This is a proportional braking system that will apply the VW brakes in proportion to how much the tow vehicle is braking.
