Why Would Trailer Lug Nuts be Difficult to Remove

Question:
Dual axle max bore is 12:09 inch. But the lugs seemed to be welded on I had to used a extended bar to break them loose and the turned a few times Eady but then I struggled the rest of the way having to wedge lots of things between the tire and ground to fight to get the lugs off. I tried one on a different tire and same thing. I think the are the wrong size. How do I find the right size? Thank you
