Can this be mounted on the top rail of a pickup truck bed.

Yes, the Buyers Products Underbody Toolbox # 3371717110 can be mounted to the top of your truck's bedrails. Since the manufacturer intended this to be an underbody mount you would have to do a little bit of redneck engineering to connect the Mounting Brackets for Buyers Products 48" Poly Toolboxes # 3371701001 to the bedrails.
You could shoot some self-tapping screws through the base of the mounting bracket into the bedrails to secure it. From there you can connect the tool box to the mount and be ready to go.
