The Thule Elite Van XT 2 Bike Rack for Ram ProMaster Rear Door # TH302013 that you referenced is a permanent install bike rack and can't be easily removed when not needed, BUT it does fold down really small when not in use so it's not like the rack would be in the way and you'd wish you could take it off.
