I do have a solution for you, but it will require you to consider a different hitch bike rack. Anytime you add an adapter to your setup, you reduce the maximum tongue weight of that system by 50%. A swing-away hitch attachment is considered an adapter. Unfortunately, you cannot use two adapters in the same system, so you will not be able to use the RockyMounts MonoRail Solo Bike Rack for 1 Bike - 1-1/4" and 2" Hitches - Wheel Mount, part # RKY10007. This is because it has an adapter to go between 1-1/4" and 2" trailer hitch receivers. You will need a 2" ONLY hitch bike rack.
Unfortunately, all of the single bike, hitch bike rack options are for 1-1/4" and 2" trailer hitches. My recommendation would be to go with the two bike version of the RockyMounts MonoRail, part # RKY10004. It is a dedicated 2" hitch bike rack, so it will work with the swing away hitch attachment.
If you do not yet have the swing-away adapter, you can forgo the adapter all together for the RockyMounts BackStage Bike Rack for 2 Bikes - 2" Hitches - Wheel Mount, part # RKY10002. Your maximum tongue weight will not be halved with this option.
If you prefer using the adapter, I am a fan of the Kuat Pivot 2 Swing Away Hitch Extender for Bike Racks - 2" Hitches - Passenger's Side, part # PVP20B.
