What is the 1 3/8inch x 3/4inch Bolt +nut for? I dont see it in the diagram on my product. is it generic for all of their installs?

I reached out to my contact at B&W to found out what the additional bolt that comes with the Replacement Safety Chain U-Bolt Kit for B&W Gooseneck Hitches # BW1900-2-1600 is for. According to B&W, it is is a replacement bolt for the latch pin handle.
