I want to carry a Rad city 5 plus step through. Will this rack work for that with the low cross bar? Thanks

You can use the Hollywood Racks Sport Rider SE Bike Rack # HLY84FR for your RadCity 5 Plus bike but you'll also need an adapter bar like part # HRBA-PRO so the ratcheting arm has something to make contact with to secure your bike. Since the step-thru feature on your bike is pretty significant this is the case for any other rack in this style.
An exception to this would be the Hollywood Racks Destination E Bike Rack # HLY66ZR which has adjustable arm clamps that you should be able to swing around to secure the bike by the seat post.
