According to the specs of the Rhino-Rack Roof Rack for Thule and Yakima Tracks # Y01-140B-NT the rack itself will be able to handle a rooftop tent but there are a few things to notice first.

The The kit that you are looking at uses the Rhino-Rack HD bars which are larger than normal square crossbars so you need to make sure the mounting hardware of your rooftop tent can fit around 1-5/8" wide x 1-7/8" tall crossbars.

The second thing is that while this roof rack has a weight rating of 220 lbs, it's designed to fit on Thule and Yakima tracks which are generally modified tracks that are installed aftermarket so you'll have to make sure the roof of your 4Runner can handle at least 165 lbs according to what I've seen for rooftop tents.
