According to Lippert the rubber on the Road Armor Shock Absorbing Equalizer Kit - Tandem Axle - Qty 2 # LC696740 cannot be rebuilt or replaced. Unfortunately, this means that the only option for repair is to replace them. If you choose to replace them you can use the yellow # LC696740 since they are identical.
Since you're looking to add wet bolts I would go ahead and upgrade the shackles and bushings as well. The best option for this is the MORryde Suspension Upgrade Kit for Tandem Axle Trailers. In order to choose the correct kit you will need to meausure your current shackles straps. If you have 2-1/4" shackles you can use the MR46ZR. For 3-1/8" shackles you would need the # MR76ZR instead.
I have attached some installation videos for your reference.
