I just ordered kit C16443-204. can it be installed without fifth wheel? I was going to install it then order fifth wheel later.

Yes, you can absolutely install the Curt Custom Fifth Wheel Installation Kit for Ford F250 and F350 # C16443-204 on your 2004 Ford F-250 without the 5th wheel.
If you're interested in a 5th wheel, the Curt E16 5th Wheel Trailer Hitch w/ R16 Roller # 16516 will work great for you, and is compatible with the rails you just ordered.
