Why not run a white ground wire to each light instead of using the trailer for a ground?

You can run a ground wire for each light but that ends up requiring a lot of wire and running the ground straight to the trailer frame is just as effective, much easier, and also is less susceptible to damage since loose wire tends to catch on things and cause problems.
