On the Kuat NV 4 Bike Platform Rack, is it possible to shorten the 4 bike rack to a 2 bike rack ?

Yes, the Kuat NV 2.0 series platform bike rack # NV22G-NA22G that you referenced is an add-on type of rack that can be used as either the 2 bike base rack or the 4 bike rack with the extension.
The base two bike Kuat NV 2.0 rack is # NV22G.
These racks are popular with groups who do not ride together all the time so the driver does not have to carry either one or two bikes on a four bike carrier all the time.
The two bike version weighs 52 lbs and the four bike version weighs 82 lbs. Both style racks have a 60 pounds per bike capacity. Please check with your owners manual to see what your vehicles tongue weight is rated to verify you have enough capacity to carry all four bikes.
