Im shopping for a trailer hitch for my 2017 Chevy volt. I only intend to use it for carrying 2 E-bikes which weigh 60 pounds each, so I understand I will need a 2 inch hitch class III. Can you specify one that I can install myself?

When it comes to installing a hitch on your 2017 Chevrolet Volt, I recommend The EcoHitch Invisi Trailer Hitch Receiver - Custom Fit - 2 inch # 306-X7338. The hitch is completely hidden and has a gross tow rating up to 2,000 pounds and has a tongue weight of 300 pounds. Make sure to check your manual to see what the proper tow rating is for your vehicle. This is the only 2 inch hitch that is confirmed for your 2017 Chevrolet Volt. The Curt Hitch # 13424 will not work for your vehicle.
When it comes to a bike rack that will fit the EcoHitch I would recommend The Kuat NV 2.0 Base Bike Rack for 2 Bikes - 2 inch Hitches - Wheel Mount - Matte Black # BA22B. The rack can carry up to 60 pounds per bike and will fit wheel sizes between 25 inches to 29 inches.
