Need Replacement Parts for Roadmaster Even Brake 9400 Supplementary Braking System # RM-9400

I have a used Roadmaster Even Brake 9400 that has been removed from another motorhome and toad. I have the MH receiver/monitor, the brake compressor system, the toad transmitter but the other wires do not look like those in the picture and do not include the breakaway or break lite parts. Do I need to purchase the part kit 98400 to assemble this system to my 2013 Jeep Wrangler Unlimited? If so, will the toad lites function without a supplemental lite kit? I have ordered your Roadmaster mounting brackets, pn 1432-1 earlier today.

Flat-towing a vehicle behind a motor home requires several components. Those are a motor home-mount tow bar, a compatible vehicle base plate kit, safety cables, tow bar wiring (to operate the tail lights on the toad) and the supplementary braking system, such as the Roadmaster Even Brake 9400 that you have. The linked article covers each of these in detail.
The Roadmaster Second Vehicle Kit you reference, part # RM-98400, includes a complete breakaway kit (wiring harness, cable and switch), the brake light relay, transmitter and instructions.
My contact at Roadmaster confirmed this kit provides everything you are missing for a complete installation in your 2013 Wrangler Unlimited. This kit is offered only with the replacement transmitter included.
For tow bar wiring there are several types of systems. Some require drilling and modification of your Wrangler tail light assemblies to install independent lighting, such as # RM-155, which bypasses the wiring in your toad. Others require you to splice into the toad wiring and to install diodes; for example, # RM-154. The simplest and easiest is the removable magnetic type, such as the Optronics # TLL21RK which connects to your motor home with a 4-pole flat connector. The magnetic lighting kits require no alteration of your vehicle or its wiring.
For safety cables you can use Roadmaster # RM-643; an installation video is provided.
