They are the Reese Quick-Install Custom Outboard Installation Kit w/ Base Rails for 5th Wheel Trailer Hitches item # RP56011-53. These installation brackets mount beneath your truck bed to provide attachment points for 5th-wheel rails. The custom brackets mount to existing holes in your truck frame, which minimizes drilling and measuring. These rails are industry standard and can be used to mount any 5th wheel hitch that mounts on industry standard rails. I have linked an installation video.
