Does Valve Core/Cap Permanently Remove off of Firestone Air Bag from Kit F29ZR

Question:
I have read the instructions over, and I see where the instructions tell me to remove the valve core from the air bag, squeeze the air out, and then fit the stem cap to keep them exhaled, but I dont see anywhere that the valve stem goes back in. Do I just leave the valve stem out, since there is a valve stem on the fill outlet at the other end of the air line, and I need to be able to let air out anyway? That makes sense to me, but I wanted to check, as I notice the air lines seem to have a valve depressor built into the fitting where it threads onto the bag, so that would hold the valve open too... ? : Seeking Clarification!

You would leave the cap off of the air bag of the part # F29ZR once the bag is in place. This allows the fitting on the end of the air line to control how much air is in the bags.
