Using a Hitch Sleeve Reducer # BWRHXA2182 or # BWRHXA2183 will not reduce the capacity of your receiver. You will need to ensure you do exceed the weight capacity of the ball mount or other hitch mounted accessory that you are using.
A sleeve like the Buyers Products 3" to 2" Receiver Tube Adapter # 337RTA302 will have its own weight capacity rating. For this sleeve it is 1,200lbs tongue weight and 12,000lbs trailer weight, so you will be limited to those weight capacities rather than the receiver capacity.
