Yes, your 2013 Kia Optima can be towed with the front wheels on a Roadmaster Tow Dolly # RM-2050-1. According to your owners manual section 6 page 15 it is safe to tow on a dolly with the rear wheels on the ground. It does not give any limitation to distance traveled or speed that you are allowed to drive.
Since the ignition will need to be left in the ACC position, The Club Pedal-to-Wheel Vehicle Lock # WICL303RED will lock your steering wheel and help to secure your Optima. You will want to disconnect the battery or install a Battery Disconnect with Switch # RM-766 to prevent your battery from draining while you are towing.
