anyway to attach spare tire to cargo carrier?

You may be able to modify the cargo carrier and spare tire carrier # Y07076 to hold the spare tire to the carrier. We also have trailer hitch mounted spare tire carriers like # c31006 that you could use in place of a cargo carrier. If modifying the cargo carrier is not something you want to do then I recommend a cargo net like # C18202.
