Question:
I have a boat house with a ramp into the water. My boat trailer is permanently in the boat house. I have the trailer connected to a winch by cable that I let it in and out of the boat house and into the water. My trailer jack is not substantial enough to handle the weight and pressure. I have considered some form of trailer dolly or caster wheel. Any thoughts?

If the weight and pressure is too much for the jack then it may be too much for a person using a dolly as well. You could go with a higher capacity trailer jack. There are also some motorized trailer movers out there. If you can tell me what kind of weight we are talking about I can make some recommendations.
You might be able to use something like the trailer valet, # STC-V211. It has a 5k trailer weight capacity and tongue weight capacity of 500 pounds. It has two speeds and will allow you to move the trailer by cranking the handle. I have linked a video showing how it works.
