I was gifted one of these hitches taken off of a Winnebago, but its missing the hardware. Can I order just the hardware to mount this to a 2019 Promaster 2500?

We do have replacement hardware available for hitches like your Curt Trailer Hitch Receiver # C13295. What you need is the Replacement Hardware Kit for Trailer Hitches # RHK. All you need to do is enter the C13295 item number in the field labeled hitch item number, and choose Curt from the drop down menu under manufacturer.
I have included and installation video along with the written instructions for the hitch for your reference.
