Yes, the Titan Chain Tire Chains w Cams # TC3235CAM will include a L-Shaped Cam Tightening Wrench # TCLH3. You may want to also get the T-Shaped Cam Tightening Wrench # TCTH3 as this will make it easier for you to tighten the chains.
I do recommend using a Titan Chain Multi-Arm Rubber Tire Chain Adjuster # TCMA2 as this will help to ensure the chains do not fall off your tires. Since cam style chains do require you to check and tighten the chains as you drive the adjusters help to reduce the chances of them getting to loose.
