Will the curt receiver for my 2021 Cadillac XT4 allow me to use the hitch panel on my rear bumper or will that have to be permanently removed?

Yes, you can continue to use the rear hitch panel with the Curt Trailer Hitch Receiver # C39FR installed on your 2021 Cadillac XT4. This will allow you to still maintain the clean vehicle appearance when you are not towing. You can simply remove the panel by releasing the 2 quarter turn fasteners on the bottom of the panel and tilting the panel until the upper tabs can be easily pulled away from the bumper fascia. Then you are ready to insert your ball mount for towing or hitch mounted accessory for your additional cargo. This is demonstrated at the beginning of the installation video that I have linked below.
I recommend installing the Tekonsha T-One Vehicle Wiring Harness # 118795 when you are installing the receiver. It will be much easier to access the factory wiring connections when you have the bumper fascia removed to install the receiver. The Mounting Bracket # 18144 will allow for you to secure the 4-way to the welded tab that comes on the Draw-Tite receiver.
