will this fit over my blueox towbar so i can place bike rake between motorhome and towed vehicle?

The part you referenced is just a replacement part from a bike rack but we do have the Curt Clamp-On 3 Bike Rack for 2" Ball Mounts # C18013 which you could attach to the shank of your tow bar to allow you to carry up to 3 bikes.
