Question:
My bike has 4” tires and will weigh right at 60 pounds without battery. I currently plan to carry just one ebike. I can remove the bike’s front fender if needed for mounting it on the bike rack. I’d like to use the Yakima Holdup Y02443 rather than the EVO Y02479 or the OnRamp Y36FR. It’s less expensive, has greater weight capacity, I don’t need the ramp, and it allows the possible future add-on of 2 more bikes. Will the Hold-up accommodate my Aventure 4” tires with the Fat Tire strap Y23FR?

The closest option we have that would work with your fat tires and has same weight capacity is the RockyMounts MonoRail part # RKY10004 which can fit tires up to 5 inches in width and can be expanded to a 3 bike rack with the part # RKY10005. There isn't a way to expand it to a 4 bike rack which would be only thing you mentioned wanting. There isn't a similar bike rack that would cover absolutely all of the things you are wanting.
