I contacted the manufacturer about if the Super Grip Chock Wheel Stabilizers for Tandem-Axle Trailers # UF21-001091 can be used on wheels with tire covers in place. Per the manufacturer you can use the chock wheel stabilizers with cloth/vinyl wheel covers in place, but they recommend placing something (like a towel) in between the stabilizers and the tire covers to help keep the covers from tearing.
One thing to keep in mind is that the Super Grip Chock Wheel Stabilizers for Tandem-Axle Trailers # UF21-001091 are designed to limit front-to-back motion on parked tandem-axle trailers and are not to be used as a brake or a wheel wedge. If you need wedges to safely prevent your trailer from rolling, I recommend the Andersen Camper Wheel Chock and Leveler # AM3604.
