The EcoHitch # 306-X7322 is a confirmed fit for your 2017 Honda HR-V. The 2 inch receiver provided by the # 306-X7322 has a 300 lb tongue weight capacity, which would be plenty of capacity for the 35 lb Yakima # Y02458 RidgeBack and the combined of 4 bikes weighing no more than 37-1/2 lbs each which is the capacity of the rack.
The hitch will work well with the vehicle, and the rack is compatible with the hitch, so everything will work together well.
I've linked to a demonstration video for the Yakima # Y02458 RidgeBack bike rack.
