Can the small Yakima awning be attached to the back of a van using 1 round bar Yakima rack? So the clamps would need to be able to rotate 90 degrees. For tailgating?

The Yakima Yakima SlimShady Awning # Y36VR is not able to be mounted in the way you intend. The Replacement Clamp Assembly for Yakima SlimShady Roll-Out Awning # 8880737 is not able to rotated 90 degrees. This shade is designed to be mounted and operated perpendicular to your vehicle.
