Question:
Two questions. Will this fit a 99 Trailblazer 4D, 4WD? The directions you have posted state that the factory tow hooks must be removed for installation, can they be reinstalled along with the hitch using the provided bolts?

According to my contact in the engineering department at Curt Manufacturing, the tow hooks can indeed be reinstalled with the front mounted receiver, even though the installation instructions do not specifically address this.
