In a lot of cases if a 12 volt accessory circuit on a vehicle isn't working the problem is a blown fuse under the hood. For a 2016 Chevy Silverado there is a couple connections under the hood that need to be made as well as a fuse and relay associated with the circuit. If I was a betting man I would bet on the fact the connections for this circuit under your hood just aren't made. If you check out the help article I attached you can see how to make this connection.
