Will the C45921 fit in channel mount C45917?

Yes it will! The Rubber Bumper # C45921 is a direct replacement for the Curt Adjustable Ball Mount # C45900 but the only differences between the shank that comes with that system and the Replacement Shank # C45917 that you referenced is the weight capacity and the size of the shank that fits into the hitch receiver.

The ball mount kit # C45902 that the larger shank is a replacement for does come with an anti-rattle bolt that installs in one of those holes at the back-side but we have a review of someone using both the anti-rattle bolt and the anti-rattle rubber piece so you can be confident that they will work together. I've attached the photos from that review for you to check out.
