The receiver has a max tongue weight of 300lbs as you mentioned, but you will want to check the owner's manual of your vehicle to ensure you never exceed its towing / hauling capacities.

The Thule Camber 4 Bike Rack has a tilt feature which allows access to the trunk on your Kia Soul. An anti-rattle hitch pin is included to reduce wobble and vibration of the bike rack in the receiver, but it does not lock. I recommend adding the Thule Snug Tite Hitch Lock and Anti-Rattle Device # THSTL2 to deter theft of your bike rack and the Thule Cable Lock w/ One Key System Lock - 6' Long # TH538XT to deter theft of your bikes.
