Question:
looking at this rack for a 2017 hyundai santa fe 3 row not sport with factory cross bars. looking to carry 2 board and 2 sets of skis. i like the design and the locking for the rack and the mount. my questions is regarding the mount to the cross bar. is the t bolt the only one that comes with it or do the locking mounts the piece that tie the rack to the cross rail come with it or is it an accessory i have to buy? also is this the best make/model that has these features in this general price range. I do like this is made in the usa.

That is a good question, and it is not necessary for your crossbars to have T-slots in order to lock the SnowPack carrier you asked, which is the following part number:
- Thule SnowPack Ski and Snowboard Carrier - Locking # TH7326B
I have added a cut out from the instructions as well as a photo that shows the locks on the crossbar mounts of the SnowPack # TH7326B. Those will lock with the included Thule lock cores, as will the carrier itself after you have placed your skis and boards into it. So you don't have to buy anything else, it has everything you need to lock it directly to your crossbars.
The SnowPack # TH7326B is definitely the best option in its price range, not only because of its included security, but also because of how easy the mounts are to install on standard crossbars. All you need to do is turn the knob to tighten the straps around your crossbars and you're set and ready to go, so it's the most convenient carrier for your skids and boards.
