Will the Saris Swing Away Extender SAR36VR Extend Out Past a 66 Inch Wide Bumper?

Question:
How long is the arm if measured from the reciever to the hinge? My bumper is 66 inches wide and i need to clear my tailgate, also how tall is this measured from the top of the reciever?

I had the Saris Swing Away Hitch Extender for Bike Racks - 2" Hitches # SAR36VR measured and have some diagrams below that will help. I will say that the hinge will measure about 23 inches from the center of shank and will not extend past your bumper though, so just a heads up on that.
