Is it over kill to get that type of hitch to pull a camper weighing 4400 lbs?

Since your camper weighs 4400lbs and your 2019 Ford Ranger Lariat Off Road with the Tow Package weighs in at at 3900-4400lbs a weight distribution hitch is definitely recommended. Typically weight distribution is recommended any time the trailer weight exceeds 50% of the vehicle weight, and you are actually at 100%+.
In regards to the correct weight distribution hitch that will come down to the total tongue weight of your setup. Total tongue weight is the tongue weight of your fully loaded and ready to tow trailer plus the weight of any cargo behind the rear axle of your Ranger. The easiest way to get an accurate tongue weight measurement is with a tongue weight scale like the # e99044, but there are other methods outlined in the included help article.
Since trailer tongue weight is typically 10-15% of the trailer weight you should expect between 440-660lbs tongue weight at your 4400lb trailer weight.
The Strait-Line Weight Distribution Hitch # RP66082 you were looking at would be a fantastic option as long as you are in the lower weight range as it only works with total tongue weight between 200-600lbs. The built in sway control is top of the line and will keep your trailer going straight no matter what. This hitch does not include a hitch ball so you will also need 2" hitch ball # A-90 or 2-5/16" hitch ball # 19286 to match the coupler on your trailer.
If you find your total tongue weight exceeds 600lbs then you will need to step up to the # RP66083 which works with total tongue weights between 400-800lbs. This hitch also does not include a hitch ball so you will still need the # A-90 or # 19286.
