I AM BEING TOLD BY A MANUFACTURER THAT REBOUND CLIPS ARE NOT NECESSARY , IS THAT TRUE ON A TRAVEL TRAILER

I wouldn't say that's true. Rebound clips like what the part # e54SR are designed to help keep the main leaf of the spring pack from breaking in the event of a rebound. While a travel trailer may not run into super bumpy terrain regularly it's still pretty likely you'll hit a big enough bump to need the rebound clip.
