Will the thule passage 2 fit on a 2021 subaru forester? Or is there a bike rack that can be mounted to the trunk/rear of said car?

There is a really good option for a 2-bike trunk-mounted rack that fits your 2021 Subaru Forester, though I checked with Thule and verified the Passage is not a fit. The option I recommend instead is from a similar high-quality manufacturer, Yakima:
